CAEP Accountability Measures

As part of MBU’s accreditation, CAEP (Council for the Accreditation of Educator Preparation) outlines four accountability measures which are used to provide information on program outcomes and program impact for MBU’s initial teacher certification programs. Those measures are as follows:

  • Measure 1: Completer effectiveness and impact on P-12 learning and development
  • Measure 2: Satisfaction of employers and stakeholder involvement
  • Measure 3: Candidate competency at program completion
  • Measure 4: Ability of completers to be hired in education positions for which they have prepared

Data providing supporting evidence for each of these 4 measures are identified where applicable in the sections below, tagged to the applicable measures as well as the applicable CAEP standard components, for MBU’s initial teacher certification candidates (currently enrolled students) and completers (graduates).

Title II

The School of Education has a comprehensive assessment system to ensure the performance of its candidates. Title II of the Higher Education Opportunity Act mandates that the U.S. Department of Education collect data on state assessments, other requirements, and standards for teacher certification and licensure, as well as data on the performance of teacher preparation programs.  Missouri Baptist University’s annual Title II report card is available at the link below. (CAEP standard components 3.1, 3.2, 3.3, 3.4, 3.5, 3.6 and CAEP annual report measure 3)

First Year Educators

The Missouri Department of Elementary and Secondary Education (DESE) surveys first year Missouri public P-12 teachers and their principals annually regarding educator preparation program effectiveness. DESE also surveys first year school school counselors and principals as well as their supervisors. (CAEP standard components 4.2, 4.3 and CAEP annual report measures 2 and 4)

In order to demonstrate the positive impact of MBU teacher education graduates on P-12 learners, MBU completed this case study as part of their 2018 accreditation cycle. (CAEP standard component 4.1 and CAEP annual report measure 1)

Annual Performance Report for Educator Preparation Programs

The Missouri Standards for the Preparation of Educators (MoSPE) outline the expectations for programs that are preparing educators for certification in Missouri. In order to ensure that programs are meeting these expectations, in 2016 the Department of Elementary and Secondary Education (DESE) established an Annual Performance Report for Educator Preparation Programs (APR-EPP) to measure the performance of educator preparation programs (EPPs) in valid, accurate and meaningful ways. The APR-EPP is based on the Missouri standards and provides a mechanism by which to review and approve EPPs at the certification area level. Information provided through these reports assists in recognizing high-performing programs as models of excellence based on a set of standards and indicators. Likewise, the reports facilitate identification of programs in need of improvement so they can receive appropriate support. These standards guide Missouri’s continuous improvement efforts as they work together with EPPs to reach our shared goal of preparing, developing and supporting effective educators.
